David oversees City of Raleigh plan reviews and permitting, city sign review and permitting, city building inspections activities, and any city-related construction issues. He plays a role in pre-construction and design activities for all projects including activities in architectural, engineering, and contractor administration. David also manages all of the retail tenant/restaurant owner plan reviews and helps coordinate with Merchant Architects and Engineers for permitting. He helps with all merchant construction aspects, as the owners representative, from permitting to final city certificates of completions.
Prior to Kane, David had been involved with property management, regional mall expansion and renovation projects, grocery-anchored neighborhood center development, tenant retail/restaurant construction, office building construction, apartment construction and mixed-use project construction. He now has 30 years of retail management and construction management experience.
David is a graduate of East Carolina University and holds a bachelor’s degree in construction management and a minor in business administration. He earned the CSM (Certified Shopping Center Manager) designation from the International Council of Shopping Centers. David also served honorably in the United States Marine Corps.
